"Leaders of Russia" - the All-Russian Management Competition, held by the Autonomous Non-Profit Organization "Russia - a country of opportunities."

The main stated task of the competition is "the search for the most promising and talented managers from the whole country." The project is responsible for the project for the civil service and reserve of management personnel, headed by the head of the Presidential Administration by Anton Vaine.

About 600 thousand people took part in the three seasons of the competition. According to their results, there were particularly distinguished applicants "took important posts in a wide variety of departments, including the presidential administration." Since 2018, the Operator of the Competition is the autonomous non-profit organization "Russia - Country of Opportunities", registered on June 21, 2018 in accordance with the Decree of the President of the Russian Federation of 05/22/2018 No. 251. The founder of the Ano is the Office of the President of the Russian Federation. Financing of the competition was carried out by order of the government of February 23, 2018 No. 305-p from the funds of the RF Reserve Fund.

Testing methodology was developed by authoritative experts in the field of human evaluation. Competition itself takes place in four stages. First stage - online registration and video interviews. The second is online testing (verification of verbal and numerical abilities of the contestants). Next follows semifinals by federal districts (offline), in which finalists are determined. At this stage, participants are given tasks in which they are evaluated, along with leadership qualities, their ability to negotiate and organize command work.

Compared with the first competition, in the 2018-2019 competition, the test program has been changed. In particular, in the online test for testing general knowledge, the requirements for tasks for general knowledge have decreased, but at the same time, the time of response was reduced in an online test - from one minute to 20 seconds.

Under the terms of the competition, the participants who came to the final should choose a pool from at least 10 potential mentors in different directions. According to the results of the finals of the wards from among the winners, they choose within the framework of the above applications, the mentors themselves. In addition, they may, on their own initiative, make their choice for mentoring, which in any case lasts during the year, and among the finalists of the competition.

In February 2019, at the opening ceremony of the semi-final for the regions of the Central Federal District, a member of the Supervisory Board of the All-Russian Management Competition "Leaders of Russia", First Deputy General Director of TASS Mikhail Gusman told the participants that Vladimir Putin "is the main mentor of this competition, he is the main mentor of all of you".

On the beginning of the first stage of the competition announced Sergey Kiriyenko in October 2017. For the month, 199 thousand applications were registered. Most of the participants in the competition were representatives of the business. 2.7 thousand people came out in the semifinals. According to the results of the semifinals, 300 finalists were selected. The final of the first contest "Leaders of Russia - 2017" took place in February 2018 in Sochi. 103 people were announced winners.

On February 12, 2018, Russian President Vladimir Putin met with the winners of the competition.

The operator of the Competition is Russian Presidential Academy of National Economy and Public Administration received 642 million rubles from the state. on a three-year program. The cost of the first competition amounted to about 250 million rubles. (excluding grants).

Registration of applications for the second contest "Leaders of Russia" began on October 10 and ended on October 24. The total number of applications is about 200 thousand.

March 13, 2019 in Sochi Park Science and Arts Sirius began the final stage of the second competition "Leaders of Russia". It was attended by 300 winners of the semifinals. On the first day of stage, the finalists, together with Sochi schoolchildren, landed 300 trees in the framework of the action "Alley of Leaders".

On March 15, 2019, at the competition "Leaders of Russia" held meetings of finalists with mentors. On March 19, 2019, Vladimir Putin met with the winners of the "Leaders of Russia" contest. The President noted that officials and top managers of companies showed increased interest in mentoring the Institute: at once, 93 people wished to become such for the finalists of the competition.

Registration of applications for the third season of the contest "Leaders of Russia" began on October 4 and ended on October 27. The total number of applications - more than 233 thousand. In the new season of the competition, three new specializations were introduced (trackers) - "Science", "Health", and "Finance and Technologies" . Of the 233,830 people who submitted to participate in the competition, 91 355 were admitted to remote testing. The first stage of remote testing overcame 20,000 participants.

The superfinal of the competition was postponed from March 2020 due to the coronavirus pandemic and passed on September 6-7 in Solnechnogorsk. The Prime Minister of the Russian Federation Mikhail Mishoustin, speaking to the participants of the Superfinal of the project, called the contest "Leaders of Russia" by one of the most important personnel programs in the country.
