He was the grandson of Liu Bang, the great ancestor of the Han Dynasty, the son of Liu Heng, Emperor Wen of the Han Dynasty, and his mother was Dou Shi.
When Liu Qi was born, his father Liu Heng was the king of Daiguo. Liu Qi is in the middle of Liu Heng's sons. [1] When Liu Heng was the acting king, he had four sons with the acting queen. The acting queen died before Liu Heng took the throne.

Emperor Wen succeeded to the throne in June of the seventh year (157 BC). During his reign, he continued to implement the policy of resting with the people and slack off the poor, and the social economy was further recovered and developed. The land rent was changed from the 15th tax to the 30th tax, and it became a custom in the Han Dynasty. In order to strengthen the centralization of power, Chao Cuo's suggestion was adopted to cut the vassal. In the first three years of Emperor Jing (154 BC), he pacified the rebellion of the seven kingdoms of Wu and Chu. Later, the princes and kings were not allowed to rule the people, which damaged their official system, and the officials of the kingdom were appointed and removed by the emperor. Later historians called it the rule of Wenjing together with the reign of Emperor Wen.
