Garik Kharlamov was born on February 28, 1981 in Moscow. The date of birth is often indicated as February 29 , 1980, however, in an interview Kharlamov called it a mistake. At birth, he was named Andrey, but at three months old his name was changed to Igor in memory of his deceased grandfather. Mother - Natalia Igorevna. When Igor was a teenager, his parents divorced.
The father, Yuri Kharlamov, left for the USA and took his son with him. At the age of 14 in Chicago, Igor was selected for the Harendt School and theater. He was the only Russian in the group. Kharlamov's teacher was the American actor Billy Zane. In America, Igor worked part-time selling cell phones, as well as as a cashier at a McDonald's restaurant.
In 1999, after his mother gave birth to twin sisters Katya and Alina, Kharlamov returned to Moscow. He and his cousin Ivan Ovsyannikov walked along the subway cars, sang songs to the guitar and told jokes on the Arbat.

At the same time, he took part in the creation of feature films in the genres of comedy and parody, such as "The best film", "The best film 2" and "The best film 3-DE". But the box office receipts for the "Best film", having soared in the first week of rental, fell sharply in the second, thereby setting a kind of falling record . Participated with Nastya Kamenskikh in the program "Two stars" in 2008.
On June 6, 2010, the premiere of the humorous project "Bulldog Show" took place on the NTV channel. The program was taken off the air already in July due to low ratings and due to Kharlamov's employment in the filming of "The Best 3-D Film". It was planned that the program would move to the TNT channel and return to the air during 2011 and be called "The Best Show", however, the project remained unrealized.

On February 6, 2012, he was officially registered as a proxy of Russian presidential candidate and Prime Minister Vladimir Putin.
