Born March 30, 1953 in Leningrad, in 1974 he graduated from the Ryazan Higher Military Automobile Command School, in 2000 - the Volga-Vyatka Academy of Public Administration, in 2003 - the Moscow Institute of Economics and Law. Since 1974, he served in the Armed Forces, the highest stage of a military career, began to replace the head of the automotive training department at the Volsky Naval School of Logistics (Saratov Region). In 1998 he retired [4].
In 1998-2000, he was the chief specialist, deputy chairman of the Ryazan Regional Committee of State Statistics.
In 2000-2005 - Chairman of the Ryazan Regional International Chamber.
In 2005, he was elected Chairman of the Quality Control Board of the Samara Reservoir Storage (SRZ), which produces steel vertical cylindrical tanks for oil and oil products (part of the Volgoburmash holding).
In May 2007, he joined the Board of Directors of OAO Industrial Commercial AVTOVAZBANK (AVB Bank).
In September 2010, he became Vice President of Master Bank for General Affairs and joined its board[5]. On December 6, 2010, he left Master Bank, but on March 9, 2011 he became a member of its assessment board [6], from which he left in 2013, after the charges were withdrawn from the credit institution [7].
In 2010, he became president of the Surguttruboprovodstroy company, in early December 2011 he took up this position and took up personal projects. In particular, the production of batteries for JSC Russian Railways by the facilities of LLC NPK Energia, where its share of ownership is 51%. According to the Unified State Register of Legal Entities for 2012, Putin was a co-owner of seven companies. In addition to NPK Energia LLC, this is also 25% of Gorizont-TV LLC, 25% of Stamko LLC, 10% of Burmash Trading House LLC, from November 25, 2011 - 40% of the shares of the newly created SK LLC "Avangard 500", since December 30, 2011 - 33% of MTL-Shit LLC and 20.8% of Ryazan-Neft LLC[8].
In 2012, he headed the construction project of the international seaport of Pechenga, 60 km from Murmansk[9].
In 2012 he joined the recognition council of the Russian Land Bank[10].
Decree No. 1573-r dated August 30, 2012 introduced him to the Maritime Collegium under the Government of the Russian Federation (as agreed)[11].

In March 2017, Novaya Gazeta published materials from an investigation launched in 2014 into cases of discovery in Russia of 700 billion rubles, of which 350 billion passed through the Russian Land Bank and Zapadny Bank, including during the period when a member of the council was discovered by RZB.
