Joseph Clemens Ruby, known as Joe Ruby, was an American screenwriter and television producer. He was born in California in 1933 and held United States citizenship. Joe Ruby is best known as the co-creator of the popular animated series, Scooby-Doo.

Alongside his long-time collaborator, Ken Spears, Ruby co-founded the animation studio Ruby-Spears. The duo produced numerous well-known animated television series through their studio.
