Node peer discovery refers to how peers are able to find one another in a decentralized system where there is no central server that connects to all nodes. These process is based on the Kadelima protocol, wherein there are special nodes known as Bootstrap nodes which contains a list of all nodes connected to them over a period of time. Peers initially connect to these bootstrap nodes, which share the list of peers that are connected to them over a predefined time period. The connecting peers then sync with the other peers from there.
