The Omsk Oil Refinery is one of the largest oil refineries in Russia, located in the city of Omsk and owned by Gazprom Neft. The installed capacity of the Omsk Refinery exceeds 22 million tons of oil per year.
Omsk Oil Refinery was recognized as the best refinery in Russia and CIS countries in 2012. The refining depth increased to 93.02% in 2014, which is the best indicator in the industry. At the end of 2016, the Omsk Refinery became the leader in the Russian Federation in terms of oil refining volumes.
The enterprise is one of the key enterprises for ensuring the fuel security of the country: it produces every sixth liter of Russian gasoline and Euro-5 diesel fuel, every seventh liter of aviation kerosene.
Story
The decision to establish an oil refinery in Omsk was made in 1949, and in 1955 the Omsk refinery was put into operation. During the first year, the plant processed 280 thousand tons of oil, and the range of oil products was expanded to 4 items. The first director of the Omsk Oil Refinery is Alexander Maluntsev.
In 1958, the production of lubricants was mastered at the Omsk Refinery, and in 1959, the production of gasoline began. In the mid-1970s, the Omsk Oil Refinery became the largest oil refinery in the country, processing 24 million tons of oil.
In 1995, the Omsk Oil Plant became part of the Siberian Oil Company (Sibneft), which in 2006 was renamed Gazprom Neft. In 2008, the Omsk Refinery launched a large-scale modernization program.
In 2010, the Isomalk-2 gasoline fraction isomerization unit was put into operation. This unique complex is the most powerful unit of this type in Russia and Europe and is one of the three most powerful in the world (capacity - 800 thousand tons of raw materials). Isomalk-2 produces isomerizate, a high-octane component of commercial gasolines with a minimum content of sulfur and aromatic hydrocarbons, which makes it possible to produce Euro-5 ecological class gasolines.
In 2011, the billionth ton of oil was processed at the Omsk Refinery.

In general, the plant produces about 50 types of petroleum products: high-octane gasoline, diesel and marine fuel, jet fuel, bitumen, household gas, industrial sulfur and other products. All motor fuels produced by the Omsk Refinery comply with the Euro-5 environmental standard.
The Omsk Oil Refinery annually participates in the 100 Best Goods of Russia competition. For 18 years, the company has received more than 50 awards for high quality products. In 2012, within the framework of the competition "100 Best Goods of Russia", the Omsk Oil Refinery was awarded the honorary status of "Quality Leader" in the nomination "Industrial and technical products". The Omsk Oil Refinery became the first Omsk enterprise to receive the status of "Quality Leader".
In 2020, federal experts evaluated winter and summer diesel fuel, marine fuel and high-octane gasoline produced by ONPZ. In addition to the main award, G-DRIVE brand gasoline was awarded the Golden Hundred mark, which indicates the superiority of the product in terms of quality and environmental friendliness. Continuous improvement of product quality and control is an important part of the comprehensive development program for the Omsk Refinery, which has been continued by Gazprom Neft since 2008.
Modernization of production
Since 2008, Gazprom Neft has been implementing a large-scale modernization program at the Omsk Refinery with an investment of 400 billion rubles, introducing advanced oil refining technologies. The program is aimed at increasing production and environmental performance.
As part of the first stage of modernization, which was completed in 2015, key technological complexes were built and reconstructed at the ONPZ, which allowed the enterprise to fully switch to the production of Euro-5 motor fuels.
Since 2016, the company has been implementing projects of the second stage of the modernization program, the purpose of which is to increase the key performance indicators of oil refining. ONPZ performs the renovation of existing facilities and the construction of new complexes using modern environmentally friendly technologies. After the completion of the modernization program, the depth of oil refining at the ONPZ will increase to almost 100%, the enterprise will become one of the world leaders in terms of oil refining efficiency.
Impact on the environment
Since 2009, the Gazprom Neft Group of Companies has implemented and operates a comprehensive program to improve the reliability of pipelines "Clean Territory", aimed at reducing and preventing failures of pipeline systems, including the reconstruction and replacement of pipelines. As a result of the modernization, by 2021 the total environmental impact of the ONPZ has already been reduced by 40%. Work continues: by 2025, the impact will be reduced by another 25%.
ONPZ consistently implements environmental solutions and is transparent to supervisory authorities. In 2018, ONPZ became a pilot site for the development and implementation of an automated air monitoring system (AMMS). An agreement on this was signed between Rosprirodnadzor, the Ministry of Communications of the Russian Federation, the Omsk Region and Gazprom Neft. The solution created in Omsk will become a standard for the entire industry and will be replicated at other Russian enterprises.
The environmental management system, which complies with the requirements of international standards of the ISO 14001 series, has been in operation in the Gazprom Neft group of companies since 2013 and is audited annually by independent audit organizations.
The first stage of the construction of the innovative system of treatment facilities "Biosphere", which is part of the set of measures of the national project "Ecology", was completed in 2019. The construction of the complex, which will increase the efficiency of wastewater treatment to 99.9%, is scheduled to be completed by 2021.
Several species of animals, extremely sensitive to the state of the environment, have chosen the refinery as a territory for living and breeding.
Nine Omsk Refinery modernization projects are included in the comprehensive action plan of the Clean Air federal project. Gazprom Neft's investments in these projects amount to 106 billion rubles, which is more than 25% of the funding from the enterprises participating in the program throughout the country and almost 95% from Omsk industrial enterprises. The ONPZ projects provide for the introduction of environmental technologies, the construction of new modern complexes and the decommissioning of previous generation units.
The Omsk Refinery has implemented automated hermetic loading systems, which exclude the impact on the atmosphere during the shipment of petroleum products. A block for cleaning regeneration gases from catalytic cracking was put into operation. All systems of the unit operate in a closed mode and have no impact on the environment.
The ONPZ is building innovative treatment facilities "Biosfera" - the largest environmental project in the Omsk region. The technology will ensure closed water consumption and reduce the load on urban wastewater treatment plants. It is planned that the efficiency of multi-stage water purification will reach almost 100%, 70% of the consumed water will be returned to the production cycle, which will make it possible to save water resources twice. "Biosphere" ensures complete tightness of the processes and the absence of sources of evaporation.
The development of environmentally friendly solar power generation continues - since 2019, a solar power plant with a capacity of 1 MW has been operating at the ONPZ. It provides for the needs of administrative buildings. In 2021, the implementation of a project for the construction of a new solar power plant for 20 MW began.
Social investment
In 2016, Gazprom Neft allocated almost RUB 5 billion to the budgets of the Omsk Region. tax payments. This is 10% more than in 2015.
Gazprom Neft is the largest social investor in the Omsk Region, which, together with PJSC Gazprom, finances more than 90% of all non-state spending on social projects in the region.
The company provides 100% financing of HC Avangard, its youth school and youth team. It also finances the children's and youth martial arts school "Storm" by Alexander Shlemenko.
ONPZ is the coordinator of Gazprom Neft's Native Towns social investment program in the Omsk Region. The program is aimed at improving the quality of life in the regions of the company's operations in Russia and abroad by supporting the initiatives of local communities and its own projects in the field of culture, education, sports and the development of creative industries.
The enterprise implements social projects for the development of urban infrastructure, support for healthcare, education, and sports. ONPZ builds children's playgrounds and sports grounds, and also reconstructs social infrastructure facilities built in different years under the Native Towns program. In total, more than 60 social infrastructure facilities have been modernized during the implementation of the program.
ONPZ provides support to the city's leading healthcare institutions, including children's. The company purchases high-tech equipment for hospitals and polyclinics of the city. Modern ultrasound diagnostic systems, a unique rehabilitation complex for a cardiodispensary, equipment for the diagnosis and prevention of oncological diseases, a ventilator, as well as specialized equipment for operating rooms were transferred to medical institutions.
The enterprise implements social projects for the modernization and renewal of the material and technical base of institutions of additional education. In 2020, children's art school No. 12 of the Soviet District has new classes for students of the theater and pop departments. The Omsk Oil Refinery also modernized the city children's library named after. A.S. Pushkin. Young Omsk residents received a comfortable platform for learning and creativity. In the largest children's library in Omsk, all rooms have been renovated. Modern design and author's furniture made the children's library convenient for work and leisure, and multimedia equipment opened up new opportunities for the creative development of children.
Since 2014, ONPZ has been holding a grant competition under the Native Towns program. Public and charitable organizations and residents of the city participating in the competition receive funds for the implementation of their ideas and expert support. More than 800 applications have been submitted for the duration of the competition. Most of the projects continue to exist without grant support.
The Omsk Oil Refinery is the leader in terms of tax deductions in the region. At the end of 2020, ONPZ was on the top line of the rating in terms of payments to the federal budget.
