He was born on November 15, 1997 in the city of Nahariya in Israel in the family of football goalkeeper Vitaly Tsygankov, who played at that time in the championship of this country. After the end of his father's career, the Tsygankov family returned to his native Vinnitsa, where Viktor began playing football at the local youth sports school. He got into the group of Nikolai Zagoruiko, who at one time Tsygankov Sr. actually replaced at the Niva gate. According to the father of the football player, thanks to Zagoruiko and the second coach Alexander Dusanyuk, his son received “carte blanche for creativity”, that is, the mentors did not squeeze him into the frame, but tried to develop his strengths. By nature, Victor is left-handed. Zagoruiko constantly made him work with his right, and over time, Tsygankov learned to work with his right almost as confidently as with his left. In November 2010, Ivan Terletsky invited Tsygankov to the Kiev Dynamo Academy, at the same time Donetsk Shakhtar was interested in the player, but Viktor decided to go to the capital. In the Dynamo Academy, Tsygankov managed to play under the guidance of Pavel Kikot, Andrei Biba, Yuri Yeskin and Alexei Drotsenko. Having moved to the camp of the "white-blue", Victor was moved from the position "under the attackers" to the right flank of the attack. In the 2012/13 season, Tsygankov's double in the fight for third place brought Dynamo the bronze of the DUFL championship among 17-year-olds. In 2013, in Moscow, at the U-17 Spartak Cup tournament, Dynamo football players played against peers from the schools of Barcelona, Tottenham Hotspur, Celtic, Benfica and Spartak. Despite the failure of the Kievans and the last place, the prize of the best midfielder of the tournament went to Tsygankov. When Victor began to stand out from his peers, on the recommendation of the director of the Academy, Alexander Ishchenko, it was decided to transfer him to a group a year older. Tsygankov got the opportunity to reach out to stronger guys, to progress.
In the summer of 2014, Tsygankov, at the age of 16, went to the first training camp with the main team in Austria.
There he made his debut in the main club team, having spent the second half of the game against the Austrian SC Schwaz, and scored a goal in the next control game against Skenderbeu. In the same 2014, the football Internet portal footclub.com.ua included Tsyhankov in the "TOP-10 Ukrainian football players under 20 years old". Nikita Shmelev, a columnist for this portal, noted that "there is something in the style of Tsygankov from Sergei Rebrov of the mid-1990s"
In the 2015/16 season, Tsygankov, as part of the U-19 team, played in the first UEFA Youth League for Dynamo. He helped defeat the main competitor in the Porto group in the debut match, and also scored a home goal in the last meeting with Maccabi Tel Aviv, which brought the Kiev team victory and access to the playoffs.

On August 14, 2016, at the age of 18, Tsygankov made his debut for the Dynamo first team in the Premier League match against Stal Kamensk. Viktor took the field in the 77th minute instead of Artyom Gromov with the score 1:0 in favor of the Steelworkers and helped the team win a strong-willed victory 2:1. After the match, Dynamo head coach Sergei Rebrov said that Tsygankov had stepped up his game. The football player's debut in the Champions League took place on September 13 of the same year in the game against Napoli. In an interview after the match, Sergei Rebrov noted the mature game of the young football player, as well as his direct participation in the goal against the Neapolitans. Already in the next match in this tournament against the Turkish Besiktas, Viktor scored the first goal in European competition, thereby helping Dynamo to draw. Tsygankov scored his first goal in the Premier League against Olimpik Donetsk, becoming the 6th in the list of Dynamo's young scorers in the Ukrainian championships. The youngest author of a hat-trick in the history of Dynamo: scored three goals against Karpaty Lviv at the age of 19 years and 256 days.
On September 18, 2021, in a match with Oleksandria, he scored his 80th anniversary goal at the club level in all competitions, rising to 7th place in the list of Dynamo's best scorers since Ukraine's independence, surpassing Viktor Leonenok in this indicator (79 goals). On September 29, 2021, the match of the 2nd round of the Champions League group stage against Bayern became the 200th match for Dynamo in all competitions, including the 50th in European competitions.
Since 2012, he has played for the youth teams of Ukraine. In 2012, at the Bannikov Memorial, victorious for 16-year-old Ukrainians, Tsyhankov was the youngest in age, and according to the game, according to the Football Club portal, the most mature. As part of the under-17 team, he became a co-author of the ball against peers from Germany in the elite round of selection for Euro 2013, when the “yellow-blue”, playing with ten men, thanks to this goal they managed to get a ticket to the European Championship. Two years later, as part of the Ukrainian youth team under 19, Tsygankov reached the final of the 2015 European Championship, where he played 3 matches, and the Ukrainians again took the last place in the group and did not reach the playoffs. In the summer of 2016, at the age of 18, he made his debut for the youth team of Ukraine.
In October 2016, the coach of the national team of Ukraine Andriy Shevchenko called Tsygankov to the matches of the qualifying tournament of the 2018 World Cup with Turkey and Kosovo, but after arriving at the camp of the national team with an injury in the application, he was replaced by Alexander Karavaev. He made his debut in the national team already in its next match on November 12, 2016 against the Finnish national team, which was held in Odessa.
He scored his debut goal for the national team in the qualifying match of the European Championship 2020 on March 25, 2019 against the Luxembourg national team. On June 7, 2019, he scored a double against the Serbian national team.
On June 1, 2021, he was included in the official application of the Ukrainian national team by head coach Andriy Shevchenko to participate in the matches of the European Championship 2020.
