A user terminal communicates with a first radio base station that configures a first cell group and a second radio base station that configures a second cell group, by using dual connectivity, and has a transmission section that transmits an UL signal and/or a UL channel that includes an SRS to each cell group, and a control section that controls the transmission power of the UL signal and/or the UL channel for each cell group, and the control section controls the transmission power of the UL signal and/or the UL channel for each cell group based on the guaranteed power that is configured in at least one of the cell groups.
