The seat cover includes a covering material and a first cover pad that is disposed on and fixed to a reverse surface of the covering material. A plurality of through holes is provided in the first cover pad in a portion of the seat cover, the plurality of through holes extending through the first cover pad in a thickness direction of the first cover pad, and the portion of the seat cover corresponding to the recessed surface portion.
