The first differential voltage of the battery cell is a difference between a voltage of the battery cell after charging is completed and a voltage of the battery cell at a time when an operation is performed for a predetermined time after charging is completed. A determination unit (2040) determining that an abnormality occurs in a first battery cell, in a case where a difference between the first differential voltage of the first battery cell and the first differential voltage of a battery cell having a next largest first differential voltage of the first battery cell, is greater than or equal to a first predetermined value.
