The fixed plate is coupled with one of the first and second frames. A retaining bracket has first and second edges. The first edge is operably coupled with the fixed plate. A rotating plate is positioned between the fixed plate and the retaining bracket. The rotating plate is rotatable relative to the fixed plate. A first bearing member is positioned between the rotating plate and the retaining bracket. A second bearing member is positioned between the rotating plate and the fixed plate.
