By causing a first-turning member, which locks with an one end of a coil spring by a first-locking section, and a first support, which locks with the other end thereof by a second-locking section, to rotate relative to each other in the direction that is opposite to the biasing direction, and causing an engaging part and an engaged part to be in an engaged state by engaging with each other, thereby, maintaining the state where the initial biasing force is being imparted to the first turning member, is enabled, and the first support and a second support member are easily assembled to each other to make a turning member be supported, and thus, assembly properties can be made enhanced.
