The first configuration information includes at least one of the following information: receive beam indication information of a terminal device, reference signal sending and channel state information feedback period indication information, reference signal function indication information, or beam sweeping method indication information. The network device sends the first configuration information to the terminal device by using layer one or layer two signaling. The embodiments of the present invention provide a measurement information configuration solution when a narrow beam technology is used in a high-frequency band.
