An intra refresh determination unit selects modes of the respective blocks, on the basis of the calculated costs and refreshed blocks that are the blocks refreshed in the previous frame that is located before the current frame timewise. The present disclosure can be applied to an image processing apparatus, an image encoding device, an image decoding device, or the like, for example.
