The housing defines a valve housing space, an inlet opening, and an outlet opening. The valve includes a passage and a valve end surface that faces the housing and that defines an end surface opening. The housing includes a housing inner surface that faces the valve end surface. The valve is housed in the housing so that a gap is defined between the valve end surface and the housing inner surface. The housing inner surface includes a protrusion protruding in the axial direction from the housing inner surface.
