The method comprises: the terminal device determining a basic parameter set for transmitting data; the terminal device detecting, according to the basic parameter set, downlink control information DCI sent by the network device for scheduling data; the terminal device detecting, according to the basic parameter set and the detected DCI, data sent by the network device, or sending data to the network device. The data transmission method, the terminal device and the network device of the embodiments of the present invention can realize the scheduling using different DCI formats for the data transmission on the basis of different basic parameter sets, and increase the flexibility of the control signaling design.
