Coded data is decoded to generate coefficient data. An inverse orthogonal transform is performed for the generated coefficient data according to an inverse orthogonal transform type controlled on the basis of a coding parameter. For example, the present disclosure is applicable to an image processing apparatus, an image coding apparatus, an image decoding apparatus, or the like.
