The elastic body is mounted on the outer circumference of the flow channel body and fitted in a spontaneous state to the outer circumference of the flow channel body. The flow channel body includes an energy dissipation body. The first drainage channel is formed in the energy dissipation body, the first drainage channel is connected to both ends of the energy dissipation body. The first drainage channel is connected at both ends of the first drainage channel to the inner wall of the elastic body forming a radial drainage channel.
