The dosage form includes a film base comprising a film-forming agent, a plasticizer and a solvent; and a matrix incorporated within the film base which comprises a target molecule that exhibits low aqueous solubility which is encapsulated and solubilized in a micellar formulation comprising a detergent in an aqueous solvent. The dosage form is particularly useful for administration of cannabinoids.
