A first device may determine a scenario for completion with a second device. The first device may receive device signals associated with the scenario. The first device may analyze the device signals based on the scenario with a rules engine. The first device may determine whether the second device is ready to participate in the scenario. In response to determining that the second device is ready to participate in the scenario, the first device may transmit an advertisement or listen for an advertisement from the second device.
