A frame has a top portion and lower portions. A wheel assembly includes a front and a rear axle. The wheel assembly also includes a pair of front wheels and a pair of rear wheels. A steering assembly includes a lower tube. The lower tube is coupled to the front axle. The steering assembly includes an upper tube. The upper tube is adjustably received within the lower tube.
