A cooling garment including an inlet for receiving a cooling medium such as CO2. A series of conduits are associated with the garment. In a first cooling stage, the cooling medium or CO2 passes through the one or more conduits and undergoes a phase change where the cooling medium or CO2 changes from a predominantly liquid phase to a predominantly gaseous phase. In this first stage, heat is transferred from a living body having the garment disposed adjacent thereto the cooling medium or CO2. In a second stage of cooling, the cooling medium or CO2 assumes a substantial gaseous phase and the gaseous cooling medium or CO2 is dispersed onto the garment or the body resulting in the body being cooled through evaporative cooling.
