A first part of a lock device is inserted into the lower end of the seat tube. The first segment of the lower tube is connected at one end to a telescopic tube by means of a pivot pin, while the other end of said segment includes a hole having the same diameter as that of the seat tube. The second segment of the lower tube is connected at one end to the bicycle drive system by means of a pivot pin, while the other end of said segment includes a hole into which a second part of the lock device is inserted.
