The exemplary anchor device includes an anchor plate and a wedge. A strand is pulled through the anchor plate, and one portion of the strand is disposed in a first cover and another portion of the strand is bare. The device further includes a protective cover that encapsulates the anchor plate, the strand, and a portion of the first cover.
