William Jr. graduated from Rugby School, then he studied at Hertford Colleges of Oxford University, receiving a government scholarship.
He attended the Classical Moderationsruen course, graduating with a first class award in 1884, and the Literae humanioresruen course, graduating with a first class Bachelor of Arts degree in 1887. He was called to the Inner Temple in 1889, but never practiced law. Thanks to his father's fortune, William had a small but steady income, so he did not need to hold full-time positions for the rest of his life.
