The Adobe Joint Enterprise License Agreement (JELA) provides select agencies within the Department of Defense (DoD) with access to Adobe Professional technologies. It is a multi-year contract that leverages the buying power of 2.6 million DoD personnel to reduce costs, improve interoperability, expand collaboration, enhance document services, and extend publishing and creative capabilities. The agreement aims to provide:
- Support of the Joint Information Environment (JIE)
- Consolidated software solutions
- Extended and interoperable data capture
- Enhancements to security, encryption, and digital signature workflows
- Improvements to enterprise content management systems
- Cost savings and resource consolidation
- Expanded content delivery capabilities, such as web, print, digital, design, and distribution
The purpose of Carahsoft's ITES-SW 2 acquisition is to support Army, Department of Defense (DoD), and all Federal Agency enterprise IT infrastructure and infostructure through the provision of commercial-off-the-shelf (COTS) software products and maintenance in fourteen product categories (listed above), as well as related incidental services and hardware. These fourteen categories align with the major software categories identified by US Army Network Enterprise Technology Command (NETCOM).
Contracts within ITES-SW 2 stipulate that all provided products and services must be commercial in accordance with the definition of commercial items in Federal Acquisition Regulation (FAR) 2.101. The planned period of performance is five years with one five year option with an estimated contract value of $13 billion. The contract was issued on August 31, 2020 and is set to expire on August 30, 2030. There is no contract fee.
The ACCENT Services CHESS contract enables the provision of services and solutions for DoD organizations to migrate enterprise systems and applications to commercial cloud service providers. As part of this contract, commercial cloud services are acquired based on approved Cloud Service Offerings (CSOs) (i.e., those with a DoD Provisional Authorization). ACCENT will also enable capability owners to modernize and transition applications to commercial cloud providers and facilitate the acquisition of modular or mobile hosting facilities. Carahsoft stipulates that all ordering on ACCENT must be done through the CHESS IT e-Mart. This contract was issued on February 26, 2020.
GSA’s 2nd Generation Information Technology Blanket Purchase Agreements (2GIT BPAs) provide organizations with access to COTS hardware and software and ancillary services. This agreement involves the collaboration of Carahsoft and authorized reseller partners to provide IT hardware, software, supplies, and services to the US Air Force and Department of Defense. The types of IT products available to agencies under the 2GIT BPAs include data center, end user, network, and order level materials. The aim of the 2GIT BPAs is to provide a comprehensive solution to meet the IT needs of the Air Force, Department of Defense (DoD) agencies, and other federal, state, local, regional, and tribal governments.
The 2GIT BPAs provide the following categories of products and associated services worldwide: networking equipment, servers, storage, peripherals, multimedia, identity management and biometric hardware, end user devices, and associated COTS software not included on other DoD or Federal Agency enterprise license agreements. The 2GIT BPAs enable the procurement of IT hardware and software commodities, ancillary supplies, and installation services. The types of IT products available through the 2GIT BPAs include the following:
