Javier Olivan is the COO of Meta and an angel inverstor. He also serves on the board of Endeavor, a nonprofit supporting the global entrepreneurial ecosystem. Before Meta, he was a product manager at Siemens Mobile where he worked on the development and market launch of handset devices. Olivan is a native of Spain and lives in Palo Alto, California.
Javier Olivan began working at Facebook, now Meta, in 2007 as the head of international growth. In his first role with Facebook, Olivan was responsible for introducing and growing Facebook adoption outside of the United States. He was promoted to VP of growth four years later. When he joined the company, Facebook had fewer than 50 million people using the service and a very small portion of that outside of the United States. He and his team helped the company grow to a community of over two billion people with more than 87 percent of those people accessing Facebook from outside the United States.
In 2018, Olivan became the VP of central products, which included Facebook, Instagram, Whatsapp, and Messenger. In January of 2002, he became the chief growth officer and VP of cross-Meta products and infrastructure. In June 2002, he was named COO of Meta.
Javier Olivan earned master’s degrees in both electrical and industrial engineering from the University of Navarra in Spain in 2000. He graduated cum laude and received the Spanish government's first and second place awards for academic excellence. In 2001, he spent a year with the EU-Japan Centre for Industrial Cooperation, and, in 2007, he earned his MBA from the Stanford University Graduate School of Business.
