Biography
Vladimir Volkov was born on September 7, 1954 in the village of Novoe Arakcheevo, Krasnoslobodsky District, Mordovian Autonomous Soviet Socialist Republic. By nationality, half Russian, half Moksha.
Education

1976 - graduated from the Faculty of Electronic Engineering of the Mordovian State University named after N.P. Ogaryov , specialty "engineer of electronic equipment".
