He worked at the production facilities of Kogalymneftegaz until 2005.

In 2001-2002, he was the head of the oil preparation and pumping shop at NGDU Druzhbaneft.

On December 21, 2020, Vladimirov was appointed a member of the State Council of the Russian Federation.
